This is a list of the 49 countries that can receive tourist visa for Saudi Arabia.
Saudi Arabia relaxes the dress code for female tourists in an attempt to make the country more attractive for international audience. This could be the first step to relax the dress code generally. However, it must be borne in mind that this is unlikely to affect or happen in small town and villages where traditions still rules supreme.

I happened to be in KSA during the week before the announcement and, while visiting the archeological sites around Al Ula, I was told the abaya was not required. On the day the new dress code rules were announced I moved around Riyadh in a long shirt over a t-shirt and pants. Nobody gave me a surprise look. Of course I was mainly in the Al Ulaya area… Still it was a new experience.
Thank you for the information.
